A Study On The Cultural Construction Of Kangma County In

Cultural construction is an important part of the construction of new socialist countryside, and it is an important guarantee for the practice of socialist core values. Our party and state has issued a series of special preferential policies for the cultural construction of minority areas, formulating feasible development plan. For Tibet with a long cultural history, retention and development of national culture, inheritance and protection of cultural heritage are very important. Tibet cultural relics and cultural heritage is various, but the cultural heritage protection is relatively weak. If there is no national rescue protection funds support, not to mention the development and protection of various cultural heritage in Tibet. In recent years, the development of cultural construction in Tibet very quickly, from the cultural system to the infrastructure construction of culture, has made remarkable achievements, which not only enrich the agricultural and pastoral areas people’s spiritual and cultural life in Tibet, but also provide the local people with cultural guarantee, and protect the people’s proper rights. Cultural institutions established around with perfect functions play a proper role in the popularization of scientific knowledge, improving the quality of the individual, launching various activities, spreading positive energy, and meeting the cultural needs of the people from all ethnic groups. Local cultural institutions also combine their actual, carrying out a series of public activities, including the strong participation of folk performance and so many cultural industry projects with ethnical characteristics.Taking the actual situation of kangma’s culture construction as the breakthrough point, through the case of Kangma, this paper tries to study the common problems of the county cultural construction such as Kangma alpine zone, to highlight the importance and necessity of cultural construction in border counties, attract the cultural authorities’ attention, and strengthen the cultural construction of difficult areas. Kangma’s economic development lags behind, and cultural and social development behind in Shigatse city. The main problems are the lack of funds, personnel, and scarce resources, and cultural facilities is not perfect, so it is difficult to push through their own cultural construction. Its development ability is limited, which decides that can only rely on state support to launch kinds of construction projects. Kangma County in 12th Five-Year planning, established 1 Xinhua bookstore,47 Administrative village farm houses, and 9 Township cultural station, accomplished 4 cultural protection units and 2 intangible cultural heritage of autonomous region level application, and completed several units of cultural relics protection of the cultural relics repair funds application (including Nanni Temple two projects with 15 million 500 thousand yuan, and Lang east manor with 8 million 200 thousand yuan), which basically cover all aspects of cultural construction tasks, and protect the basic cultural needs of local farmers and herdsmen. In the "13th Five-Year" plan, Kangma county regard county digital cinema as the first task of the project, applying for a series of funds, and focusing on the development of cultural construction, such as the application of cultural relics protection units, the establishment of non genetic learning, folk art troupe rehearsal place, heritage exhibition room, digital TV, remote engineering cultural resources sharing project, villages and towns farmers’ bookstores digital reading room. The completion of these projects will mark a big step of the Kangma’ target to the construction of cultural county. But for cultural workers, it also put forward higher requirements for the struggle of grass-roots culture.
