Research On The Problems And Countermeasures Of The New Rural Cultural Construction In Bin County, Heilongjiang Province

Under the great strategy of China's cultural power and rural revitalization,Bin County has made remarkable achievements in the functions and staffing of cultural departments,the supply of public cultural products,the holding of public cultural activities,the subsidy of public cultural funds,and the promotion of local cultural industry.However,to some extent,there are still some problems,such as the weakening of government functions and talent allocation,the slow renewal of public cultural hardware facilities,the imbalance between supply and demand of public cultural products,the limited investment of public cultural funds,and the lack of market-oriented incentives for cultural construction.Based on the research route of "putting forward problems,analyzing problems and solving problems",this paper comprehensively uses the methods of literature,practical investigation and normative analysis,aiming at the problems of new rural cultural construction in Bin County,such as vague government functions,serious brain drain,low utilization rate of public cultural facilities,lack of demand feedback and communication channels for the production of public cultural products,guarantee and dynamics of public cultural funds The adjustment mechanism is not perfect,and the market-oriented supporting mechanism for the development of cultural industry is not perfect.From strengthening the government's responsibility and talent team,improving the openness and convenience of public cultural facilities,innovating public cultural products and service forms in combination with the needs of farmers,improving the public cultural fund guarantee and dynamic adjustment mechanism,and establishing and improving the market-oriented supporting mechanism for the development of cultural industry From the perspective of mechanism,specific policy suggestions are put forward.
