Background Biological resource proves to be a significant factor influencing the development of life science and biotechnological innovations. As a multi-ethnic and heavily-populated country, China is abundant in biological resources. The preservation of microorganism strains as a type of important biological resources constitutes the foundation for the research, promotion, development and practical application of scientific achievements. To make full use of China’s microorganism strains, there is an urgent need for standard and informational preservaing centers. The Notice on the Printing and Distribution of preservaing centers Institute Planning (2013-2018) from National Health and Family Planning Commission of the People’s Republic of China has planned 6 national preservaing centers and new national-level construction, as well as standardized the management of China’s microorganism strains resources, which has provided secure and reliable guarantee for Highly pathogenic microorganism strains preservation and development.Objective According to the understanding of these preservaing centers’ management system building, human resource allocation, preservation situation, external service, and fund source, suggestions for the development of these preservaing centers.Methods This study performs a survey and analysis on the current situation of these preservaing centers by dint of descriptive analysis to unveil the current situation and problems of these preservaing centers as well as to bring forth corresponding solutions and strategies for their development.Results 1. Preserving centers basis of ISO9001 nternational quality management system and Laboratories-General requirements for biosafety have established their own management systems and operational specifications, all the preservaing centers have been equipped with a management committee.2. The practitioners have high overall qualities, with 85.23% granted intermediate and senior titles;the positions are allocated reasonably.3. Microorganism strains are mainly from medical institutes, research institutes, schools and enterprises, with nearly 130,000 microorganism strains recorded in the preservation list that covers a wide range of the microorganisms; of all laboratories, BSL-2 and BSL-3 laboratories in these centers account for 70.73% and 24.39%; China hasn’t set the scale grades for these centers, and according to the scale classification standards of preservation area specified by Biobank Standards of China Medicinal Biotech Association (Trial), these centers fall within the category of medium-to-large centers; the preservation facilities are mainly constituted by -80℃ refrigerators and 100L liquid nitrogen storage devices; the backup method complies with Technical requirement for preservation organization of human pathogenic microorganism.4. there is a year-by-year increase in biological demands in respect of clinical test, research and development, teaching, exchange activities at home and abroad, and production; these preservaing centers provide various technical services, including technical consulting, technical training, academic lecture, science popularization activities and academic exchanges, the amount of service which increases year by year; preservaing centers have built their own preservation management system is independently developed.5. During 2013 and 2015, the projects included the projects supported by major projects of Ministry of Science and Technology, provincial projects and self-financed projects. The project funding with the average annual decline. Funds invested in special projectswith the average annual flat. Major problems:(1) centers’ failure to establish unified operational specifications; (2) lack of exchange platform between different centers;(3) unsound high-grade fungi laboratory facilities;(4) preservation information management system’s inability to ensure data and information sharing;(5) lack of the preservation fund source and investment limitations.Strategies and suggestions (1) Establish operational specifications for every preservaing center;(2) build an exchange platform for job instructions;(3) plan the building of high-grade fungi laboratory reasonably; (4) improve preservation information system;(5) and set up multiple fund source channels and invest more in the special projects of microorganism strains preservation.
