Study On The Current Situation Of Health Human Resources In A Hospital

Objective:To analyze the development trend of health human resources in the first class public hospitals in China from 2012 to 2016,and to find out the problems of the development of health human resources,to discuss and put forward the suggestions and countermeasures of the development plan of health human resources in the hospital,and to provide reference for the hospital managers to formulate and improve the planning of the health manpower development.Method:The data were obtained by the personnel department of a hospital from 2012 to 2016.The statistical data were analyzed by means of mean ± standard deviation,counting data rate or composition ratio,statistical table,chart,by using SPSS20.0 statistical software.Result:1.The analysis of the number of personnel from 2012 to 2016:(1)Total number of staff and retired staff: The total number of in-service staff increased from 1865 to 2098 in 2012-2016,and of the total number staffing staff accounted for more than half.The average number of retired staff in business establishment increases 12 per year.(2)The increase of personnel: The increase of staffing and non-career staff was mainly based to graduate recruitment.In the past five years,the number of medical staff accounted for 61% of staffing,followed by 32.5% of nurses.The main qualifications of the employers were graduates and undergraduates.The graduates were mainly from schools in Jiangsu Province,accounting for 89.4%.83.3% of the graduates' native place was Wuxi.Non-business establishment posts were mainly prepared for nursing staff,accounting for 62.9% of the total.The main qualifications were undergraduates and college students,the total number of two academic levels accounted for 91.9%.(3)The decrease of personnel: Decrease in staffing was mainly based on retirement,followed by departure from hospital.But the reduction of non-staffing was mainly because the departure from hospital.In the past five years,the average number of staffing leaving the hospital was 5,among them the medical staff accounting for 68.0%,followed by nursing staff;76.0% of the staff's working years were less than ten years;Junior professional staff accounted for 60.0%;Staff under the age of 35 years Accounted for 80.0%.The average number of people leaving the hospital for non-career preparation is 22.Nursing staff accounted for 48.6%,followed by medical staff and attendants;30.0% of them were hired within one year and 88.0% of them worked within 10 years.2.The analysis of employees' various situation in hospital between 2012 to 2016:(1)The composition of the staff categories: From 2012 to 2016,the proportion of various types of staffing showed a steady trend.In 2016,the health technicians of the whole hospital accounted for 91.1%.Medical,medical technology,pharmaceutical and nursing staff accounted for 33.3%,5.2%,3.6% and 49.0% respectively,among the staffing the medical personnel accounted for 50.1%,besides the nursing staff was 35.5%.11.3% of the non-staffing were medical staff and 66.6% of them were nursing staff.(2)The composition of Professional title: From 2012 to 2016,the professional titles of technical personnel staffing had been upgraded year by year.In 2016,there were 16%,28.9% and 55% respectively of senior,medium and junior specialists in the hospital,the proportion of which 27.4% were senior professional titles and 42.8% were middle-level professional titles.Among non-career preparation of specialists was 1 senior person and the person of junior titles accounted for 90.5%.(3)The composition of Education: From 2012 to 2016,the academic level of career preparation technical personnel increased year by year.In 2016,the Dr.specialists in the hospital accounted for 0.6%,the proportion of masters was 12.8% and which of undergraduates was 59.2%.Among the technical personnel of career preparation,the proportion of masters and the above was 22.3% and of undergraduates was 64.8%.Among non-career preparation of specialists,undergraduates accounted for 51.2% and college students accounted for 44.1%.(4)The composition of age: In 2016,employees of the whole hospital under 30 accounted for 47.1%.The proportion of each age group over 30 decreased year by year.Among them,the non-staffing age was below 50 years old and the proportion below 35 accounted for 91.8%.Conclution:1.The total amount of hospital health manpower is insufficient,it is suggested to allocate health manpower reasonably according to national policy and its own development.2.The increase of hospital health manpower is mainly based on the recruitment of graduates,the structure of employed students is not reasonable as it can not recruit independently due to superior departments' restrictions,it is suggested to increase publicity.3.The reduction of hospital health manpower is mainly based on resignation,it is suggested to conduct employee career planning,establish scientific performance evaluation mechanism and strengthen management of non-authorized personnel.4.The title structure of hospital health professionals is unreasonable,it is suggested to improve the title management of non-authorized personnel,to encourage nursing staff to improve their educational background and establish echelon training mechanism of doctor talents.5.The academic structure of hospital health professionals needs to be improved,it is suggested to strengthen the promotion of qualifications and management of training.6.The age structure of hospital health manpower is too young,it is difficult to solve in a short period of time,and long-term planning and development are needed.7.According to the spirit of "Wuxi 13 th Five-Year plan",it is suggested that the hospital should optimize the professional structure,adjust health manpower allocation in relevant clinical and management departments.
