With the speed-up of the present information technology, computers have come into education management departments of all levels and have been applied to a certain degree, playing active roles in office duties. And the spring-up of the information super highway with the computer network as its core breakthroughs the space-time margin of the traditional education ideas and activities. Thus the educational means and efficiencies change profoundly. In the connections of making the most of computer technology and information technique for the improvement of teaching and instructional affairs, there are basically two management models in China: transaction processing mode towards a single functional department and instructional affairs supervising system towards multi-functional department. The computerization and network in instructional affairs management has been engaged many years in domestic universities whose management model is directed towards the synthetic supervising system in the large. In another words, collect all classes of data to be stored in the central database, its maneuverability pattern being: on the client microcomputer, the client/server or web browser/server memorize the data in mass and distribute for manipulation. Such control can give an overall consideration into each link to improve the teaching efficiency; and the supervising system lays special stress on the intersystem data coursing. Therefore, the information exchange between each section is enhanced in order to offer many favorable conditions for a shortcut work. Over the years, the supervising system has been improved in continuous operation. And such system management mode has been in the perfect and steady target phase. As the regular undergraduate course college, Daqing Normal University is still using the instructional affairs supervising system on uni-processor developed with Visual FoxPro and each department or unit often meet all classes of problems in communicating with the teaching administration, inputting data or installing such software. Consequently, we have developed, maintained and improved the supervising system fitting for our practical situation, aimed at boosting the management efficiency by the orderly operation of the education, teaching and instructional affairs supervisory work. The supervising system takes full advantage of Internet /Intranet technology and the advanced JSP (Java Server Pages TM) that concentrate every kind of application on the server for a unified management. According to the star structure of higher college campus network and the sophisticated data information, the tri-level client/server system architecture is adopted to ease the system maintenance and improve the system efficiency, the front end being the client end, i.e., third grade clients: keepers, teachers and students. The interlayer is Web server and the back end database servers; such B/S mode can access the application program on the Web application server by using the normative web browser and can also access data resources in different kinds of data base by the data connection through the application server. The instructional affairs supervising system is the integrated information system with such management function as registration, score control, student and teacher information management, web paper source system, web testing system, web consultation system. Each information function is closely related in the centralized control and the past corrupt practices are tided over so that various users such as teachers, students, managers and other service men can access the relevant information from the educational administration on the campus network. Teaching program control: supervise the information of draft and enforcement of different teaching plans, teaching processes and course-arrangement. The lesson arrange system is installed in the teaching program management function. Teacher's information management:The relevant information about teacher's management is also a main portion of the instructional affairs supervision. To fully reflect a college personnel qualified, it helps to consult, census and analyze the relevant faculty data speedily and accurately. And the teacher's information management mainly rests on the educational administration for an effective management about the teacher's work archives and other teaching information, and expediently outputs relevant records of performance based on the original data. The file management about teacher's service includes teacher's essential information, valuation of teaching quality, statistics and evaluation of teacher's amount of work, further education, health condition and other comprehensive statements. The teacher's information management module also contains a consultation system by which teachers can exchange with students. Student information management system: academic status, achievement and consultation. As is stated by the law of education, student's academic status should be systematized, scientized and normalized; therefore, the academic status control is of great importance. It censuses student's subjects and scores and manages such uncommon conditions as student's grade repetition, schooling suspension and graduation so that the college and departments of all levels can get the statistical diagrams and other information for inquiry about collegeleavers and graduates. The student's academic status control is largely aimed at the file management, graduate record management and abnormal activities of the students, and also statistical forms; at the same time, users can add relevant items of information for the database. Information issuing system: control and release of all classes of information about instruction. Consultation system: an important part of higher college teaching. Conventional consultation is inconvenient and inefficient for its time-and-spot limits. Here the web consultation system overcomes each corrupt practice and students can vividly exchange with their teachers and colleagues freely according to their own study requirements. Any teachers can also answer questions on web as desired. And one time answer to the same question lessens the teacher's burden and improves his efficiency; in addition, the web consultation can accumulate the typical problems so as to offer certain experience and raw data for the future. Security management: Such module can be virtually authorized to the leading users for a control. Each user is bestowed by the system administrator with such operation limits of authority as inquiry or modification in the whole data sheet or within range at discretion, or with the limit of increase or delete about the data-book records. Such a function serves as a valid guaranty to the safety and integrity of the service data. Therefore, the supervising system provides omni-bearing supports for the service such as leader's decisions, operation of instructional affairs sections and service departments, inquiries about relevant information from teachers and students. More learnings about such system results in the experience that whether the demand analysis, functional preset and general planning from the instructional affairs system or the research and development of such system, the complexities with its amount of work is gigantic. And my work on the dissertation based on a systematic analysis and summing-up gives me a deeper cognition into the higher education, teaching and instructional affairs control. During the course of developing the system, I have got the run of the advanced technology and many more software's application, my programming power improved. Along with the info-tech progress of network technique, multimedia technology and software engineering, new ideas should be acquired in development programs because more powerful net platform is able to support the higher education much more efficiently, e.g., the functions of web test paper system, on-line exchange and homework canbe more comprehensive in a expedient manner. The web's basic construction and software engineering in the future will enrich the raw data's categories and expression means, the result of which will surely diversify and sophisticate the instructional affairs control. To sum up, the system's design, development and application will fruit more to offer fast and handy service to the education, teaching and affairs control, which is the requirement from the progress of new info-tech.
