The human resource is an important property of Power Supply Corporation and a capital that has vitality and creativity. With the advancing of electric power system reform continuously and the competition of the electric power market being vehement increasingly, The leader of Power Supply Corporation and the professional personnel of the human resources management section should understand and control the status quo of human resource of the entire corporation at any time, provide the gist and technique support to configuration and development and make use of the existing human resource reasonably and exertion potential of existing human resource and lowering the cost of enterprise human resource, thus build up human resource management mechanism adapting the development of electric power market. This thesis dissertated technique of development and design and the implementation process of the software-the human resource management information system of power supply corporation. This software has own original place in current human resource management information system software, It is a management information system software of network environment, that base on human resource present condition of eight power supply enterprise that belong to Jilin province electric power limited company and arm at how to carry on the human resource management and the information share and employee training etc. aspect. This system can practice dynamic state management to the human resource of eight power supply companies that belong to the province company and can search and maintenance and analysis present condition of human resource to a certain power supply enterprise or the whole of level of the province company momentarily in order to implement scientific and standardization management to human resource and is also advantageous to the enterprise to carry on the reasonable training development and exaltation character to the employee thus promote whole competition ability of the enterprise. In the aspect of function, this software attained its purpose carrying on the maintenance and search and statistic analytic to each kind of personnel's circumstance of the power supply enterprise, in the aspect of technique, the popular ASP(Active Server Pages)-dynamic state server web page development model and Oracle large relation database management systems are applied and the B/ S( Browser/ Server) framework is adopted, make the interaction between person and computer easy, it can be expanded easily, the user can visit database with Internet or the local area network. At first the development condition of domestic and international human resource management technique and the present condition and the degrees of information of human resource management of the electric power enterprise are analyzed in this thesis. In the aspect of the design technique, the technique of ASP and its running mechanism and six inside place object of ASP in common use and the function of every object and their interrelation was introduced, the feature of ASP was introduced from these aspect that is the translation and edition means and design tool and browser correlation and compatibility and Object-Oriented and security etc. and the function of ASP was introduced from application aspect. The requirement of this system was analyzed from function aspect, there are main functions can be implemented by this system, that is practicing maintenance and search and statistics and analyzing to the information of title, skill, educational degree...etc. of the power supply enterprise on-line, and practicing maintenance, search and statistics to the number of employee and the status of the new employee and the status of educational degree and station of the person who retire from army. On the base of analyzing requirement of this system, the design project of the system was put forward, ten functions module was designed, they are system management module, system establishes module, the module of statistics to the number of employee, the new employee module, produces station title module, produces station skill module, produces station educational degree module, management station educational degree module, management station title module, educational degree of the person who retire from army module, on the base of summarizing the function of every module, concept and logic framework of database and the interface of system were designed. In the aspects of technique that implement conjunction between ASP and the database of Oracle, The interface –Net8 of Oracle itself was adopted, this thesis dissertated the process that the conjunction was implemented by Net8 and the function and the work principle of Net8 amply. In this system implementing the conjunction with Oracle database by establishing the service -"oradev"in the net8 Assistant and increase the listener address. Nowadays, the technique of Cookie is applied in the network program widely, support to the Cookie is provided by many kinds of web pages program languages. Cookie is a kind of mechanism that Web server accesses and returns the information at the client. In this thesis the process of setting and reading Cookie was described amply. The application of Cookie in this system was introduced from two aspects, the first is technique of Cookie combines with the middleware of Oracle-the Oracle Objects for OLE to implement accessing Oracle database, the service –"oradev"that was established in the Net8 was set to the Cookie named "serv"in the page logging on, the username and the password –" gdxtrlzy/ gdxt123" was set to the Cookie named "userpwd", their expires is one day. The second is that the form data is written into the document of Excel through technique of Cookie combining with the macro of Excel for user to print and access. The development and designs of this system is the scientific research project of electric power limited companies of Jilin province, it has already passed the stage of laboratory test now and is trial running on the local area network of the province company.The system was praise by the user in process of application, their think the function of every module can implement easily and be operated simply and the contents of search is clear. But, user also point out some opinions, we will make it more perfect in the upgrade product. With the expansion of this system, the human resource management of power supply enterprise will be further scientific and standardization. As well as it is advantageous that practicing reasonable training and development to the employee in the enterprise in order to enhance their diathesis, thus promote the whole competition ability of the enterprise. With the expansion and applications of this project in the power supply enterprise of JiLin province the technique of ASP will be applied in the work of human resource management.
