Network education has a great impact on a learner's learning performance via a totally new teaching and learning method. Recently, the study of learning system based on constructivism has become a hot topic and an urgent task as well in the realm of network education. Generally, the network learning system nowadays has some intelligence, but lacks individuality, and the teaching mode is too monotonous.In order to take the advantage of network learning system, this thesis begins with a discussion on the modern learning theory of constructivism, analyses the functions and features of learning system and then discusses how to stimulate learners' initiative by making use of the features of network. The technologies of database and web are applied to the design of the general development platform for network learning system, by which teachers can develop their own network learning systems. The system supplies teachers with a course development platform, which realizes functions such as course management, student management, resource management and so on. This system creates a sound learning platform in terms of student, including course study, teacher-student interaction, resolution to difficulties, testing, feedback and so on. The learning platform improves students' efficiency in their learning.This research is conducted both theoretically and practically. It takes the course of computer culture for instance to develop a corresponding learning system, the learning system bears the following features. Firstly, it realizes individualized learning through the guide that the system offers. Secondly, its form of assessment is diversified. Thirdly, it enables a teacher to play a leading role fully. Finally, it creates an interactive learning environment. To some extent, this study might be conducive to the development of network education.
