The information technology with computer as its core will definitely lead to profound change in the field of education and teaching, the new education era of network teaching, distance education & education resource sharing is coming to us. This reform has gradually become the actual teaching method for college English, College English Curriculum Requirements issued by the ministry of education in 2004 clearly points out: "An important mark of successful reform in teaching mode is the formation of student individualized learning method and the development of student autonomous learning ability......To promote the effective reform of teaching mode, the colleges should increase the academic period and raise the credit ratio of student studying English by computer. It is suggested that the credits student get from study by computer should take 30-50% of the total English study credits. To realize the target, the establishment of autonomous study center which meets the needs of foreign language teaching in Chongqing University is imperative.The well plan and good use of foreign language autonomous learning center network could improve the level of foreign language autonomous learning network information in Chongqing University. The network can become a modern network learning and management information system with advanced technology and fine quality, so as to meet the need of large-scale college English teaching reform. Network environment construction should mainly consider the principles such as advancement, practicality, development, flexibility, reliability, security, economy, etc.The essay systematically discusses the various computer network technologies involved in the establishment of foreign language autonomous learning center, including computer networking technology, network security technology, network system management technique; it conducts investigation & research, analysis on the overall demand and characters of foreign language autonomous learning center; it plans network topology, IP division and network classroom choice according to the overall principle of network construction and the usage number, expected flow, using demand of the people studying English autonomously; in terms of safety measures it puts forward corresponding measures according to the most likely occurred problems in autonomous study center; due to the large quantity of machines in the center, it takes routine teaching, management and universality of versatile campus card into consideration in regard to network managing methods; it also offers the total solution for the construction of foreign language autonomous learning center.
