Information systems for some government departments have been completed. It is easy to achieve the connection of the systems, but difficult to realize the communication. It is very important for government organizations to implement connection and communication of the different systems. How to realize integration of the systems and optimization of recombining workflow is the significant research subject. Therefore to make scientific research on controlling the environmental components in e-government field is the key point.Cooperative service of different components has the characters of asynchrony, simultaneity, uncertainty and randomization by studying the developments of e-government home and abroad. E-government cooperative service workflow model is proposed in the thesis. Transitions and states of the tokens in the model respectively denote the activities and states of the transaction instances. The model is validated by reachability tree and state matrix equations of Petri Net, and the validation result is that the model can be reachable.It is proposed that message-oriented middleware technology can be used to implement and control the workflow model. Sending and receiving messages can control and drive the components in the model. The basic strategy is to control the production and consumption of the messages in different fields. The message space in the model is divided into three parts: domain, topic/queue and message. Topic/queue is contained in the domain, and different types of messages are contained in each topic/queue.A platform based on the E-government cooperative service workflow model has been built. The platform is proved to improve the extensibility and cooperativity, and also decrease the interaction among modules.
