To construct union service portal, realize cooperative work of different departments, and provide cooperative service for the public are the trend of e-government at present. Nowadays some problems appear in the governments, for example, the organizations are complex, the regions are dispersed and the information systems of different departments are heterogeneous. However tranditional government affairs administration systems cannot realize the combination of heterogeneous systems, and they also cannot meet the needs of cooperative service across regions and departments.A distributed e-Government Affairs Cooperative Service Architecture(GACS Architecture) that is based on web service and workflow technique is proposed in this paper. GACS is loosely composed of one-step service portal, service driven engine, service components, registering center and information database of e-government by message bus.Basic business functions provided by the application systems of different departments are encapsulated lots of isolated service components by web service. A cooperative service workflow model of e-government can be defined by the isolated service components and business rules. Service driven engine can drive the service components by the definitions of the workflow model. Through the driven process the cooperative service is completed and service results are published by the one-step portal. Based on the GACS architecture the problems of asynchronous operations in the cooperative service workflow model are solved by web service, and distributed access control is implemented by abstracting access control policy from the definitions of the workflow. Traditional Petri net is extended based on the characteristics of web service oriented workflow model. Two basic elements of cooperative service workflow are formally described by the extended Petri net, which is constructed to e-government service meta-model and workflow control meta-model. The enterprise registration case is process modeled by the two meta-models, and the process model of the case is validated by matrix equations.Finally e-government service administration system in Changsha city is constructed based on GACS architecture and .Net platform. GACS architecture is applied in the real project, which proves the feasibility, flexibility and extensibility of the architecture.
