Being a suit of scientific management criterion of software development and maintenance, software configuration management (SCM) is a key software sustain process aiming at software change. With the increasing complication of software system and the high frequency of renewing software version, SCM has become an important control process of current software lifecycle.Current SCM systems, however, cannot preferably suit version control, change control and process control due to the granularities of software configuration item (SCI) are bigger or smaller than actual need. Moreover, Current SCM systems are short of an automatic mechanism of validating consistency and integrality for managing all sorts of documents produced during the software development process.After analyzing the software lifecycle and process model, this thesis discusses the necessity of requirement baseline in SCM, and then advances the objective of SCM system based on requirement baseline (BSCM).Aiming at the problems of current SCM systems, this thesis advances every element being able to identify or a dependent object to be taken logically can be regarded as a SCI in the process of software development. This thesis also analyzes the consistency constraint between baselines, and then advances a data model of SCM system based on requirement baseline. Finally, a modeling system based on requirement baseline is designed on the basis of the data model. Using SQL SERVER 2000, this modeling system proves that it is possible to sovle those problems like the consistency, integrality and trackable characteristic of SCI in the process of SCM.
