With the development of economy and electricity industry, the consumption of regular energy sources such as coal, oil and so on grows rapidly, and it also raises the problems of atmosphere pollution, acid rain, "green house" and any other environment problems. Thus, the exploitation of water and electricity source comes into a new period. In our country, hydraulic energy resource is abundant and the waterpower is one of the cleanliness electricity industries, so waterpower has obvious predominance.Developing the optimum operation of a year for small hydropower stations and implementing the synthesis automation in hydro station economic dispatch aims to improve the economy benefit of small hydropower stations by utilizing the water resource effectively and insures the security operating of reservoir. So it has broad and far-reaching significance. In this paper, it focuses on the study of optimal dispatching for small hydropower stations based on Genetic Algorithm (GA), and it also introduces the framework and function of Decision Support System (DSS). The main contributions of this paper are:(1) Present the research actuality of optimum operation for hydropower stations and DSS, and analyze the characteristic of different scheduling methods, finally, export the background and significance of this paper.(2) Sum up the way of water energy computation of waterpower generation, and analyze the basic characteristic of reservoir, including the basic parameter, the characteristic of the water level -storage and the power of unit, which provide the basic theory for optimum operation study.(3) Make a systematic research for optimum operation of a year, mainly aiming at a single small hydropower station and a small-cascaded reservoir system, and establish optimization operation model for different variety. The objective of the model is maximal energy output at period of operation. Summarize the past research achievements for GA, and apply it to optimization operation of small hydropower stations.
