Along with the development of the market economy, the influence of the logistics upon the economic activities is increasing significantly. It arouses much attention of people and becomes "the most important competition realm". The beginning of logistics in China is quite late. Currently a great deal of logistics business enterprises, of which most are small-scale, including many individual transport business owner, is established. Though each logistics business enterprise has its own competitive advantage, the total core competitiveness is still not strong, because its scale is too small. Aiming at presenting the condition of the low logistics level and small-scale business enterprise, which lacks the core competitiveness, the paper puts forward and builds up the virtual logistics business enterprise to raise the members'benefits by integrating the resources of these business enterprises and the individual transport business owners. This item is the sub-item of the project " Electronic Commerce Engineering" which is sponsored by key post-graduate course construction fund of the University. This paper studies and designs the 4th party logistics trade system. Comparing with the logistics information system that is more popular in our country currently, the operational mode and optimized model of logistics transport cost, etc. are discussed. Under the premise that satisfies the customer's demands, this paper is stressed to choose the optimal transport route to enhance the business enterprise competition capability, achieve the integration of the resources and realize advantages of the virtual logistics business enterprise. The optimizing of transport is Nondeterministic Polynomial problem. The paper shows popular model of the route optimization, the field of the application, and its solution. Because time is limited, only using the minimum optimization model to find out the shortest route is introduced. The users can acquire the information of the shortest route by inputting the start-point and the end-point. In order to lower the empty rate of the return way and improve the transportation efficiency at the same time, the system has the function that member-user can apply to get return duty preferentially, and without harming member-user's benefit can get the biggest social performance and integrate the social resources. The paper compares building techniques of various e-commerce dynamic website, including JSP, ASP, PHP, CGI etc. Finally, using JSP to build this system website has been chosen. Selecting Mysql to access and manage the data information, the concept of the software engineering of UML is innovatively introduced into the e-commerce website and UML is used to realize the demand analysis and function modeling for the logistic information web. Because the system will become a managing dynamic state website, the paper analyzes the cost and incomes of the system in detail to assure the feasibility of this system. On the management backstage of this system, a statistical module is used to obtain the accessing rate of this system, which can enrich local trade information of web low-costly, thus promote its competitiveness in numerous similar websites of the web. The system makes use of the advantage of the Internet to establish a 4th party logistics trade platform with effective management by the website manager. It takes full advantage of the information-based measures and modernized procedure, makes fast reaction to the logistics market, integrates the resources rapidly, makes logistics, funds flow and information flow gathered, and realizes the function of the virtual logistics business enterprise. The design of this system is completelystructurized and the system can be conveniently extended to satisfy the more complicated needs.
