Semantic Web and Ontology provide a new way for information retrieval. Currently, Ontology-based information retrieval already became the focus of research and application of Ontology. This paper resolves the following two problems which will meet when using Ontology-based technique in the domain of information retrieval: first, how to build the Ontology which is related to the domain of the retrieval system; second, how to promote the retrieval quality by using the Ontology technique.This paper resolves the problems of lower recall factor and pertinency factor in traditional keywords-based retrieval system in the layer of information description by using Ontology technique. The paper introduces the whole process of the application implementation from building Ontology to programming the application, and describes the advantages using Ontology technique to implement information retrieval, by compare with traditional keyword-based information retrieval.In the end, I makes a conclusion and a expectation to the paper work, points out the disadvantages of the system, and introduces that Ontology will be have an excellent foreground in the domain of information retrieval.
