With the development of the computer technologies and modern education design theories, computer-assisted education has entered a brand-new era, with various kinds of software for computer-assisted education playing an ever increasingly important role in various fields of education, and in some fields, the role is irreplaceable. The Inner Mongolia Autonomous Region is a region mostly inhabited by the Mongolian minority, with Mongolian being the official language. As the development of information processing tools supporting the Mongolian language has been relatively lagging behind, and application of education-assisting software based on the Mongolian language is correspondingly insufficient, the researches on an education-assisting software based on the Mongolian Language carry a special meaning for the autonomous regions educational and cultural causes. With the rising of Cognitivism in the circle of psychology, the modern education design theories on which the computer-assisted education is based have made the guiding principle for development of education-assisting software from behaviorism to cognitivism, and the hotspot in the current researches is a sub-branch of the cognitivism---the education design analysis guided by the Constructivist Learning Theory. Based on development of education-assisting software of the language category, to find ways in which modern education design theories can guide the development of education-assisting software is very important to the research and development of education-assisting software of the language category. This thesis introduces the development and design of a Mongolian language based software that assists English learning. It first explains the basis and influence of development of education-assisting software guided by the education design theories, which elaborates design of the software system with real cases and introduces realization of the software technology in detail; then it depicts the key technology for development of the Mongolian-language-based English-learning-assisting software—processing of information in Mongolian, the key to which is the design thoughts and realization methods for ActiveX Control in Mongolian.
