News value theory is one of the most fundamental and controversial theories in journalism. To the recipients, news value is a special immediate information effect. To the professional news propagators, news value is a professional measuring criterion of selecting facts for reporting, proceeding from the considerations of satisfying the needs of the recipients'enjoying news information effects. Following this criterion, it is possible for the newspapers to attract the most recipients; at the same time, the propagators can also get more exchange value and propagating effects. As the professional news propagators, journalists and editors should select facts according to the criterion of news value. In the era of information and globalization, facing the changed conditions and the recipients who want to know more and more news, the party newspapers in our country should reform their traditional modes of thought and measures in earnest. Although the party newspapers still have the functions of directing work, they should also give full play to the real functions of party newspaper. Their directing method should be like this: by way of providing news to achieve the goal of macro-direction, by reporting news and reporting more news with news value to realize the functions of the party newspapers-"news" and "propagating".
