C language is used to program the software of the device. Date transmission is realized between communication adapter and Modem and flux display meter. At the same time, the communication adapter can send the alarm message when the electric power in the city is broken down.2. The embed module which is produced by YingChuang company, ETR232E, is communication controller, which can upload the date order and send the on-the-spot date to the database thorough the public telephone network of the city. 3.Visual C++ language is employed as the programming tool for the database transfers server. Multithreading technique is used with TCP faucet of API by Visual C++ language.
