According to the practice requirement by the heat user, a thermal energy information management system is designed. After analyzing the technical request of the thermoelectricity factory user, a kind of modern management scheme is designed, which is browser and server and communication controller and spot meter.First, the paper discusses the whole design and the concretely realization. Three kinds of users are designed by the user's need. Information management center can buildup LAN or connect the Internet. All kinds of users could operate relevantly. According the content, two parts are plotted out: Date collection and transmission.-1 .The software and hardware of the Communication adapter is particular introduced, which is connected local meter the LXB-3A flux display meter by Modem. C language is used to program the software of the device. Date transmission is realized between communication adapter and Modem and flux display meter. At the same time, the communication adapter can send the alarm message when the electric power in the city is broken down.2. The embed module which is produced by YingChuang company, ETR232E, is communication controller, which can upload the date order and send the on-the-spot date to the database thorough the public telephone network of the city. 3.Visual C++ language is employed as the programming tool for the database transfers server. Multithreading technique is used with TCP faucet of API by Visual C++ language.
