Educational informatization is a necessary phase of the development process in information society. The core of educational informatization is instructional informatization, and the construction of information resources is the base of instruction informatization. Educational informatization construction is not merely simple modernized hardware facility construction, should in coordination with the function of software and hardware even more, So, while strengthening hardware construction, " how to build resources of software related to hardware, in order to give play to the greatest utility of hardware resources? ", it becomes one of the focuses in educational informatization construction.combining the current situation of hardware construction, and aiming at the situations that the course resources construction are scattering and unordered, and teachers and students are scarce to exchange in universities, this dissertation proposes the imagination of setting up a course resources and instruction administrative system.This system offers teachers a kind of bran-new tool for accumulating instructional resources and assisting instruction, and also offers a kind of new information resources environment for the studying of students at the same time. Surrounding all resources involved in course instruction, this system implements course syllabuses, course teaching plans, course experiment plans, teaching resources( multimedia resources, courseware, study tools, learning templates, study cases and literature resources, and etc) to be organized in network, and all the course resources are open to all the teachers and students of the academy, in addition the system also offers a flat to all the teachers and students of the academy to communicate and discuss each other.
