The customer-centered business model has forced the telecoms and Internet providers to make much effort to establish their information support systems based on information technology. Operations Support Systems / Business Support Systems and relatively independent billing systems had never been so vital as they are today for the telecoms and Internet service providers.This paper discusses the billing system analysis and design for China (Chongqing) Netcom. We review the state of the art of the telecom operations support systems and billing systems, set forth the design goals, functional modules, and system architecture. Focused on the billing system for the Netcom, requirement analysis is made by using use case diagrams and class diagrams. We provide the general design of the billing system called NetcomBilling, including architecture design and functional module design. We present the detailed design of NetcomBilling consisting of three tiers which are presentation tier, business logic tier, and common services tier, respectively. Security issues are discussed at the end of the paper. The NetcomBilling design is approved in the strategic evaluation for the next generation business development of Chongqing Netcom.
