Currently, with the quick development of software and hardware technology of computer, Digital Image Processing (DIP) is applied widely in every level of our life. It has applied to all levels in industry territory, more and more embedded applications of DIP have taken place. However, there are some limitations in practice. There is still no algorithm can be adapted to solve all problems. In fact, it is still a great challenge to solve special problems with special methods in practice.Based on DIP, a scheme of automatic vehicle license plate recognition system (VLPRS) which include designing thinking, designing frame and designing measure, is researched and exploited in this paper by analyzing the characters of vehicle license plate in the picture.The VLPRS is made up with three parts: the location of vehicle license plate, the partition of characters in the vehicle license plate, the recognition of characters. Projection is used in locating the vehicle license. The thresholding (Otsu, Sobel ...) image transformations and template matching is also used in recognizing the characters of vehicle license plate. The results of experiments show that the arithmetic is effective, and the system is effective and reliable too.
