Information Freedom Under The Copyright System

There are more and more agreements that the public library in China is the guarantee to defend the social information freedom. And library right has become a hot topic on the library research. At the end of 2004, some kinds of reformation steps on the intellectual property began to get more and more focus, and rapidly take actions including some conferences and discussions to find the best way to connect with the world by the fastest speed. Copyright, the important component in the intellectual property, is also affected by the whole environment and speed to connect with the world. Copyright is used as a law system closely related with the society and civilization development. It's law-making point will affect the transfer of the society and civilization, and the copyright system will influence the diffusion range of the social information. Under the influence of the marketing environment, modern copyright system tries to protect the works, information as more as possible and make them the products for trade, which gradually break the point of protecting the author and the society and civilization balance established at the creation of the copyright.The corresponding is the arising of the information freedom in the world. The point of the information freedom requires the free and equitable diffusion of the society and civilization under the normal range. The citizen has the right to get all kinds of information freely. The emergence of the law system such as the governmental information openness, the right of getting the truth, etc. is the typical expression of the information freedom. The information freedom is the necessary trend of the development of the society democracy, and is also the necessary support to the democracy and constitutional politics. And it has already become the inevitable tide during the development of the civilization in the world. The citizen needs the information freedom.Under the actual conditions of the completion of the copyright system and the information freedom, the public library becomes the positive tools to protect the social information freedom in the modern copyright system. The mature and professional experience of the public library, sufficientstorage of the social basic information, the equitable and open information access strongly guarantee the social information freedom. However, the public library's protecting the information freedom also need follow the modern copyright system. More discussions about the influence of the copyright system on the work of the public library are obtained. Then which aspects in the work of the public 1 ibrary are affected by the copyright? Whether the effect will result in the incapability of the public library on protect ing the information freedom or not? What kind of steps the Chinese public library should take to change the current situation and provide the social information freedom with the system guarantee under the actual conditions? The above questions will be the emphases discussed in this paper.The characteristic of this paper is the first time to discuss how the Chinese public library consider it's professional job under the limitation of the copyright and get the improvement in the current lurch from the view that the public library is the guarantee to the information freedom.
