The Study Of The Strategies To Copyright Protection In Chinese Welfare Digital Library

The dissemination ways of information has changed dramatically with widely application and promotion of network technology and digital technology since the1990s. The public digital library is one representative that the network of information technology is applied to the domain of the public library. The cases of copyright dispute have occurred and the copyright issues are becoming increasingly serious with the deepening of public digital library construction in recent years. On the one hand, the dissemination of works need libraries, archives and museums and so on, on the other hand, the copyright should be protected also.The article discriminated the difference between profit digital library and welfare digital library based on interpreting the definition of a digital library, emphasized on the copyright issues of public digital library, analyzed the demands and contradictions of the copyright holder, libraries and public (readers) base on the theory of interests balance under the environment of public digital library. Analyzing the problems of the resources construction of welfare digital library and information dissemination, through drew lessons from the experience and achievements of copyright protection of foreign digital libraries, we can build the policy framework of our libraries’ copyright protection and establish a unified platform of copyright management to solve the copyright protection of welfare digital libraries on the basis of the recommendations.
