With the development of density and function of SIM (Subscriber Identity Module) card chip, power consumption has grown dramatically, while the power supply and weight of battery have become the bottleneck of the extensive use of the embedded system such as mobile phone. In this case, low power has become a critical concern in SIM card chip design. Since the first SIM card chip with own IP (Intellectual Property) came into being in china in 1999, the design ability has being improving greatly. However we have to spend plenty of time to exceed foreign company in performance of SIM card chip and other kinds of chips, for example, the power consumption is necessary to drop.This paper, which based on the SIM card chip design project in Beijing HEC (Huada Electronic Design Inc.Ltd), mainly investigates the application and implementation of low power design methodology in SIM card chip design.Firstly, the analyses of varieties and sources of power consumption of CMOS circuit are introduced because a majority of chip is based on CMOS technology, which points out ways to reduce power consumption. Secondly, SIM card chip design flow and low power techniques in every design level are investigated. Thirdly, platforms for simulation, verification and evaluation of power consumption were implemented, which make sure the low power design for SIM card chip works effectively.In system level, three low power modes were realized. Address bus zero transition encoding, the operands isolation in MUL module, gated-clock and state-machine encoding in 7816 module were implemented in logic level.At present, SIM card chip is testing after tape-out. The result indicates that the chip works well and the power consumption is satisfied.
