Digital TV means a kind of TV broadcasting system which realize digitalization in theprocess of collection, edition, transmission and reception of TV signals. Such kind ofdigitalized TV transmission system has such advantages as little damage of the signals andclear effects of pictures and many functions At present, our TV broadcasting system hasn't completely realized digitalization in termof program-making, broadcasting, transmission and users. transmission system includessatellite system, ground transmission, wired transmission system, among which, satellitesystem and wired transmission that adopt the same standard established by InternationalElectricity Union basically realize the digitalization and don't need any relative payments;ground transmission system Will be standardized by our own country, which hasn't beenpublicized up to now. so we still adopt simulated signal transmission(apart from some digitalTV test areas).besides, when satellite digital signals are transmitted to the TV station, thesesignals first have to be changed into PAL signals, then transmitted to every user, that is to saythat TV programs haven't realized digitalization . So how can we realize the digitalization ofthe terminal user. Nowadays there is about a capacity of 340 million simulated TV sets. During theprocess from simulated TV broadcasting to digital broadcasting, these TV sets can't beeliminated instantly, even if in the United States and other developed countries. A longperiod of transitional time is needed, during which, digital set top box is the best way tosolve such problems. By putting set top box into the TV sets, a new digital TV set isproduced. The popularization of domestic digital TV didn't go smoothly. There are manyreasons, for example, the policy of ground transmission standard and conditional systemstandard are issued too slowly; programs are not very fresh; the popularization of set top boxneeds a large sum of money. However, the underlying reason lies in the unreasonablestructure of digital TV popularization. Seen from the whole country, main Sections referring to the structure of thepopularization of digital TV system. From above, we can see network connectors take up the central position and secondlycome channel collectors because TV users and program providers first contact networkconnectors. Besides, because of different national conditions, National Broadcasting and TVBureau and its leading position over the TV network. Make it possible to build currentstructure of digital TV projects popularization. In china, superficially cable network is led by national broadcasting bureau, but inreality, it is invested and possessed by local investors and that leads to the situation of"general unity and partial separation". The policy of Digital TV industry subordinated tocable network companies Keeps digital TV industry out of competition, which leads tothe rise of cost for popularization of digital TV projects and user' fee. As a mater of fact, broadcasting and TV bureaus in local places play two roles oflaw-executors and beneficiaries. This is the main characteristic of current digital TVpopularization projects. Such structure works effectively in key field, general control andspeeds of popularization; while it does no good to forming market competition and can leadto the rise of cost and users' fees.
