With the development and advancement of the science technology and society, the construction scale of water and electricity project is enlarging, and its complexity is deepening, which results in the substantial increase of the amount of the information need to be processed in the bid management. It has been proven in practice that to assure the efficiency of bid management, modern bid management theory and method should be adopted with the help of modern information technology. This paper studied on the system analysis, design and application of water and electricity project bid management information system based on cost analysis.Combined with the characteristic of cost and bid management, this paper expatiated the method and approach of cost and bid management in water and electricity construction; based on it, analyzed the objective of water and electricity construction enterprise establishing the bid management information system, induced the operation and information flow of bid management, presented a universal functional model of water and electricity construction bid management information system based on cost analysis, and described the system from three aspects of model,function and characteristic. Combined the project background of Huaneng Yunnan Lancangjiang management information system , the author developed the subsystem of bid management information system based on cost analysis: analyzed the application of bid management in the water and electricity construction, induced the operation flow of water and electricity construction bid management, and established the E-R model based on it. This paper presented the system from the three aspects of function,critical technology and characteristic.
