The importance of network lies in the fact that people can access information stored in remote place quickly using network. Network failures, caused by all kinds of reasons, bring a lot of inconvenience to our lives and work. So,it is very important to keep network running normally, which leads to the network management.With the increasing size, complexity, and changefulness of today's networks, traditional network management technologies are difficult to meet the needs of network development. In network management technologies of the next generation, policy-based network management has been the most promising network management technology.This paper, based on present methods of policy-based network management, proposes an extensible network management architecture, which can be applied to QoS management.Firstly, knowledge about network management is introduced, and the theory of network management is summarized, including the generating background, concept, common structure, function and protocol. Then a new network management technology this paper has studied, namely policy-based network management, is introduced. In succession, Quality of Service of network is introduced as a whole, which is one of main application fields of the new network management this paper studied. The content includes the generating background, structure and international standard of QoS, the relate knowledge of Diffserv being emphasized.Secondly, after discussing network management and QoS, an extensible network management architecture, which can be applied to QoS management, is proposed. Moreover, the architecture is implemented on the platform J2EE by applying the following techonologies: Java programming language, PCIM, PCIMe, etc. Then the architecture is also tested by emulation experiment.Finally, the search of the extensible network management architecture, which can be applied to QoS management, is summarized. Furthermore, the future improvement of this research is prospected.
