Now in many fields and in many electronic products, there is higher and higher requirement of real-time quality for the voice and video procession. But if we transmit these voice and video signals in network without disposing, the real-time quality would be very poor, even and very undependable. But if we optimize these signals before transmitting, then the performance would be consumedly increased.This Master's thesis is about the problem above. After studying and investigating the most popular DSP chips and DSP technology nowadays, we practise them in handling of voice and video signals, design the network interface system, and transmit the voice and video digitals by network.By studying and investigating, I realize that the signal processing is one of the core technology of information science and the digital signal processing(DSP) is also the most important component. The technology of DSP, computer knowledge and micro-electronics technique have closely relations. So we can say that DSP is a new discipline with classic theory being its foundation and modern computer technology and micro-electronics technique being its support. At the same time, it is also the foundation of several newly arisen subjects and supplement each other, intercross and advance each other with them.Making use of computer or special digital equipment, DSP process the signal by analyzing, synthesizing, transforming, estimating, recognizing, and so on, so as to abstract the useful information and transmit and apply the signal effectively. Up to now , the theory of digital signal processing is badly in need of corresponding equipments to apply it into agriculture, industry and people's life. Especially the development of modern digital signal processing and the development of fuzzy theory, neural theory, wavelet theory depends on high-speed processor more. These all give rise to the arising of digital signal processing(DSP) directly.Since the American TI Corporation discovered the first DSP chip in 1982, the fields of DSP application has been expanded. Now we can see the use of DSP in whether the fields of peripheral equipment, communication, industry control, aviation and aerospace, precision instrument or electronic household appliance, voice and image processing.In this subject, the handware system uses the DSP chip of American TI Corporation which is widely used in our country, CPLD of MAX7000 series of Altera Corporation and the network integration chip-RTL80019AS. The problem task's software system is designed by applying the C language. It can be proved that the system has acquired the preferable performance and the thesis has obtained good results.
