With social constant development of economy, the problem of water resource is becoming more and more conspicuous. The proposition of the quota of water offers a means for rational distribution of the water resource. It becomes the important index to weigh the level of water saving in every profession and trade. It is the important basis for water conservancy administrative responsible institution to assign the water index. At the present stage, the formulation, implementation and management of the quota of water are during the course of groping. Collection, arrangement, searching of each trade basic information and the analysis of analyzing calculating repeatedly and the analysis of water-saving potentiality of different trade water quota are all finished by hand.The development of the information management system of the quota of trade water (WRIS) has kept up with information management. On the basis of putting in order and analyzing existing materials, the system has used the technology in many aspects, such as the computer, mathematical statistics, etc. Synthetically, it strengthens the management and control over water resource. It offered strong support for improving working efficiency and the using and management of the quota of trade water. The research of this system strives to make practicability, flexibility, expandability and common ability. The goal of the system is: as many as possible to collect, arrange and analyze the water resource materials of different age and relevant social economic activity information; to confirm intact data of project in unison; according to the different needs of the administrative department, to deal with the data standard and realize that the quota of water manages by computer; utilizing corresponding prediction mode, to predict population, social economy state of development and water requirement of all society department in the coming years; to carry on the analysis of equilibrium of supply and demand of water resource.There are WRIS main functions: editing function and search of basic information, such as appending, deletion, altering of basic information etc.; analysis and calculating the quota of trade water; outputting report form of every result; Water-saving potentiality analysis, browser achievement information; systematic function etc.This system has gone through more intact software life cycle, carried on systematic demand analysis and systematic design, designed and realized the main part of the system. In this system, we have used the idea of the layer in this course.The division of the logic module has reduced the complexity of the whole system effectively to a certain extent, but a lot of logic module yet very complicated difficult to maintain. Then we must the further strata of application program. Every layer offers a code level. Each lever is the independent one, and it can be reused sometimes and easier maintained. In the course of realization of this system, adopt the thought of the strata. User service layer responsible for all and mutual operation of user, it may one group window body of VB, or dynamic HTML file. All the business logic targets in commercial service layer are encapsulated among a lot of COM DLLs, in order to dispose under the environment of MTS to run. That can serve for all procedures of this system. Working data serve layer offers memory management of all working data for application program by dataset, and it is encapsulated in one COM DLL also. This package can provide service for many projects to access the data. The database layer is a database on physics memory. This layer mainly includes all the object of the database, such as data lists, view etc. But on the trigger and storing process is belonging to the commercial service layer in logic, even they lie in the database on in physics.With the development of Internet, compared with the situation in the past the information systems of enterprises have already changed very greatly. The application of the enterprise layer has not been satisfied with unit systems...
