Water environment protection is a very complex systematic project. In this paper System Simulation is used in Chengdu city river study, and to develop a simulation system to assist government decision. This system is called Chengdu Central City Water Management and Decision Support Simulation Service System. Through this system analysis can find out the main problem in such a complex water system which was polluted seriously, and which pollution factors count a great deal. Thus the efficiency of the protection work can be promoted. This is the background of this paper.In this paper the major technologies of water environment simulation was described. Then requirement and analysis of Chengdu Central City Water Management and Decision Support Simulation Service System is discussed here. River quality mathematic model is the key of this system, so here popular model is discussed here. This paper focuses on the model used in this software system. The theory of directed acycline graph is introduced here, which was applied successfully into water quality computer.Water environment simulation system is the key software of this project. This subsystem is the foundation of simulation experiment and analysis, in the same time, which is the foundation of decision support. The function of each subsystem is discussed explicitly here.System performance monitor subsystem is a important part of the whole distributed simulation system. In this subsystem connection oriented communication mechanism is used.Simulation experiment is the object of developing the simulation system. The design of simulation can result in correctness and validity of the conclusion.
