This paper does an in-depth study for the problem about retrieval and intelligent pushing of heterogeneous information distributed over regions. This paper, firstly, introduces the basic types and working principle of searching engine and the current situation, application and future direction of information pushing technology; Discusses the architecture and core concepts of WebServices; Makes a detailed introduction about working characteristics and technical advantages of mobile agent, which is intelligent agent having the mobile property. It has many advantages, such as needing not to maintain network connection, alleviating network workload by sending mobile agent to information sources, eliminating network delay time greatly, realizing active information retrieval etc; Based on the research about current situations and existing problems of e-Governance technology, the five-level reference model of e-Governance system is put forward in the paper, and the key technology and research status of overseas and domestic of e-Governance is discussed; To overcome the shortcomings of current information acquisition technology, an intelligent information pushing system MAIEP is designed by integrating the ideas of ontology and WebServices with mobile agent and information pushing technologies, which provides actively the user-needed information. The system has the characteristics of shorter responding tune, being more suitable for user need of the pushing content, being more human and more intelligent. Finally, introduces the definition and representation of ontology, discusses how to use ontology to solve problems of current information retrieval, and illuminates the design and application of ontology in MAIIP.
