This thesis is oriented the requirements of Chinese Information Processing and made the deal with the Chinese FrameNet (so called CFN as follow) to search the issue of organizing the CFN information efficiently, and make it a computer understandable to provide a basic resource for the new web - Semantic Web which include the sharing of semantic knowledge and intelligence and individuality of the Web service. The Construction of the Chinese FrameNet based on Frame semantics (by Fillmore) and supported by corpus evidence. It consists of Lexicon, Frame Database and Annotated Example Sentences, used as a semantic resource for Natural Language Understanding. The representation of the CFN resource is a key point for realizing its value in maximal extents.Ontology is the new way of information organization based on the Web; it can scientifically organize, manage and maintain the large scale information in the Internet. Ontology looked as a conceptualized illustrator, is the description of existing objectively concepts and relations. It presented the recessive conceptual module to reduce the misunderstanding when machine comprehended the relations between the concepts and logics in questions. The paper is tooled as the Ontology to suggest a method only for organizing the information of the CFN which means we use the Ontology to level the different abstract concepts to construct the semantic framenet for particular field. The search is based on the formatted language OWL to sample the instances of three sub framenet of CFN to demonstrate the feasibility and validity of this new way.We described the contracture of some completed frames successfully by using the language XML, then using the language RDF+RDFS to present the inner information of those frames for learning the important to connect the word and the resource description. But that is not enough for computer obtained the correct information quickly. Finally, we chose the language OWL to present the CFN, because it has the auto reasoning mechanism with adding the accurate definitions in CFN which both are advantage for us.The passage mainly contains two parts. First part are chapter 2 and chapter 3, it discusses preliminarily the methods for building the CFN that based on the frame semantics, and introduces the ontology in it. That is we have lexical units in CFN with semantics instead of words in general dictionary, and make fames, which include all lexical units that have same charaterisitcs, to organize the Chinese words use the mothod of catogary in ontology called domain. Second part include chapter 4 and chapter 5, it treat of the application in semantic Web, and proposes a set of formulized rules on CFN structures. In this part, we effectively study the computer language structure of XML, RDF and OWL. So suggests using OWL to describe the CFN data and indicates the feasibility and validity of the method by giving real representation samples. On the theoretical aspect, this dissertation introduces, for the first time, Fillmore's Frame Semantics into Chinese study. On the practical, it uses the semantic web-based language to construct the CFN, paving a way for the whole research project with specific results. The methods of CFN construction and the specific data can be used directly for various Chinese Information Processing applications. For the Web search engine, it provides no longer the keywords-matched way, and rather we bring the semantic comprehension of natural language in Web information for improvement the speed and veracity in Web search.
