Knowledge Management, as a new method of management, will lead to great changes of various organizations and those of life style of individuals. Knowledge Management is not only the management of knowledge, but also of the related resources and incorporeal property, and of knowledge organization, knowledge facilities, knowledge assets, knowledge activities. Universities, as an important carrier of knowledge economy and the most concentrated place of knowledge resources, can not be out of it.The knowledge management in universities is to combine all knowledge resources and intelligence resources effectively so as to convert them into a management concept of real productive force, the competitive ability and the education value. However, the key of the knowledge management in universities is in the teaching administrative department.In order to meet the needs of information construction in CTBU, making good use of education resources, rationally, and achieve the shares in knowledge, CTBU has established its own teaching management system based on the teaching management process, the sophisticated and advanced web technology and data bank technology. Based on the teaching management of CTBU and the network at campus, the system has been developed and designed using computer technology, information technology, the system consists of teachers' information management system based on B/S, teaching management system, automatic course-arrangement based on the combination of B/S and C/S. The main function of teachers' information management system goes like this: it is to impel the flow and share of knowledge at university. Teachers can load and register their researches, inquire about and revise research information after checking the research achievement. Teachers can spread some information. It can provide the course arrangement system and teaching administration system with basic data. The major functions of teaching administration system are: the management of students' status, the management of examination, the management of scores, the management of teaching plan, the management of basic data, the management of students' information and so on. The main functions of automatic course-arrangement are: the management of classrooms, the register of course plans, the register of teachers' condition, the automatic arrangement of main courses, the automatic arrangement of postgraduates' course, that of the college courses, the revision of the course, the check and print of the school timetable.The key problem of automatic course-arrangement lies in the analyst of the course arrangement method. It is also the key point of this essay.The aim of the article is to achieve knowledge shares and the improvement of teaching quality management on the basis of knowledge management in the time of knowledge economy. It is also to exert the effect of information technology on teaching management, to help teaching management to be more scientific, more rational, and eventually improve teaching management quality, standard and efficiency.
