Copyright and neighboring rights are core resources of publishing enterprises, constructing the basic ingredients of copyright industry, as a joint between different copyright industries. As a field with rather rich contents, research on copyright resource has much theoretical and practical value.The purpose of establishing the concept of copyright resource in this paper is to emphasize the resource attribute and industrial character of it. The concept is built on the definitions of copyright and copyright industry. It has some economic specialties - the externality, respective independence, time limit and terrain quality, besides the general characteristics as a common resource. The categories are classified on the standards of the subjects and methods of utilization. The summary of copyright resource is the theoretical basis of the value assessment and exploitation of it.There is an absence of value assessment of copyright However, it is always the first step to logically evaluate copyright resources to acquire the appropriate rights, to market them or to manage the copyright capital. This paper abstracts the six cost items produced during the course of invention and exchange, and discusses the four influencing factors-the rights' natural, publishing houses, market and other external factors, totally ten ingredients.National acquirement and worldwide attainment are two main approaches to copyright resources. The nationally creative copyright plays a foundational role in the development of our publishing industry. The problem of the similarity of the contents, the simulation between subject matters, and the lack of a reliable and effective channel of information are eager to be solved in several aspects, such as system perfection, market standardization, improvement of information flat form and etc.. The international rights attainment is economically inevitable, mainly by the means of rights buying, rights cooperating and worldwide solicit contributions, which makes it possible to learning advantages from the foreign countries, to enhance the reserves of fine rights, to heighten the level of market and the competence of projects operations, and to help accelerating the publishing band forming. However, it's only a temporaryphase.The utilization and increment of copyright resources is the core issue of this paper. Dissertation begins with analysis on the CITIC Publishing House as a case, three stages of rights exploitation and problems in each stage are concluded, with five conditions supporting the exploitation. There are three levels of copyright exploitation- the first levej is to publish one sort of publication, which is the primary manner of rights using in present, showing the low level of rights utility. The second level is rights marketing, which being proved the merit is more than that of publication. It's relies on a well-rounded environment and value chain of the copyright industry, and some successful projects has been planned and implemented. And the third is rights assets management, which needs the supporting of accounting. Two methods of rights capital management and its characteristics are concluded in two cases. Six methods of copyright increment are stated subsequently.Another purpose of this paper is to regulate the rights assignment between different kinds of publishers to heighten the efficiency of rights as a whole. After the analysis on the present situation of copyright resources, fundamental are given in the optimized copyright collocation. How to optimize it with government measures and market means are proposed.
