With the development of computer network and multimedia technology, multimedia has become an indispensable feature of Internet. Sound and video stream are becoming more and more popular on Internet. Multimedia and network technology, such as video conference, video order programme, IP telephone and remote education, have been applied from laboratory to commercial field.Transmitting multimedia data on network, such as sound and video stream, has large amount of data and three mam feature. The first is the need of wide bandwidth, the second is the high real time need and the third is the gusty data. However, the status of current network is narrow bandwidth, unpredictable delay while transmitting multimedia data, and appearing the phenomenon of losing package. How to resolve the confliction between the need of multimedia stream transmission and the status of current network is a defiant task.By the study of web technic, multicast technic, RTP/RTCP protocol, video encoding and video decoding technic, MS DirectShow technic, timestamp, stream storage technic and ActiveX technic, the paper brought forward the design project of network video living transmission system based on web. The system has the function of video capturing, encoding, network transmission, decoding, storage and playback. It resolved some problem such as transmitting multimedia stream on narrow banwidth better. These functions were accomplished by software with using advanced video compress standard-MPEG4 to encode and decode video stream. Because of the little investment on hardware, the system has the virtue of low cost and easier upgrade.According to the design project, the paper finished the development work and the function of capture, encoding, real-time transmission, decoding and storage.
