Government affair information engineering is an effective method to improve efficiency, standardize procedure and optimize servings. To the question of chain of command, a new object-oriented method and BPR (Business Process Rebuilding) are studied in this dissertation. At the same time, with this method, a system is developed in order to solve the problem how to realize deep information engineering and boost government affair information engineering.Firstly, in this dissertation, the current situation of information technology and chain of command technology are analyzed and the shortage of government affair information engineering is pointed out. The necessity and feasibility of BPR is discussed too. In order to make full use of PC technology in information engineering, the BPR is necessary.During the course of BPR, RUP (Rational Unified Process) is used to build model. After studying the traditional flow management, the author puts forward a object-oriented scheme for an actual case.Personnel performance examination is significative to both department and individual. In traditional method, qualitative analysis is leading. In the face of this situation, digital method is used. With this technology, a better mechanism can be established.At last, on the basis of actual case, with OOP (Object Oriented Programming) technology, a management system of chain of command is developed. In the probationership, the system work very well.
