As a basic mechanism for providing QoS in IP network, DiffServ architecture have a great deal of advantages to network operation. In the same time, implement of QoS mechanism will increase the management burden of IP network. It would be too difficult or even impossible to manually configure heterogenous devices with correct queue parameters and traffic processing mechanism to provide consistent QoS service in a large scale network. In addition, QoS configuration is rather dynamic, since new service will be requested by customs at any moment. It is necessary to develop a new method to simplify the management of IP QoS network.This paper introduces basic principles of policy-based network concept to simplify the management of IP QoS network. It focuses mainly on reducing the complexity of configuring QoS in the element management layer in traditional way to realize the automatic creation and deployment of the service in the service management layer.On the basis of study on various kinds of implements of QoS and policy-based network management model, this paper addresses the design and the partial implementation of policy-based QoS management framework in DiffServ netwoks. In the aspect of automatic creation of the service, this paper presents a kind of SLA Server to realize the purchase of the services and negotiations about QoS by customs. In the aspect of automatic deployment of the service, this paper presents policy decision server to configure the device automatically using two step policy mapping controlled via a policy-based management system. The two step mapping includes the mapping service specification to network-level policy and the mapping the network-level policy to the sequence of commands available in the devices. In addition, QoS/Performance Monitor Module will be included in the framework in aid of the SLA server and the policy decision server.
