MPEG-4 is a popular video compression standard. There are two kinds of architecture for MPEG-4 video processing system: programmable and dedicated. The former is more flexible and easy to update. But the hardware is complicated, and power consumption is high. The later is designed and optimized against a set of algorithms. It saves more hardware and has higher processing speed. The dedicated PMEG-4 chip design means is focused on in this paper.Around the FPGA based develop system for MPEG-4 chip design; the paper is divided into two parts. In the first place, we introduce the implementation of MPEG-4 video processing system, and summarize the means and trend of MPEG-4 codec chip design. We also detailedly describe the architecture of our FPGA based develop system for MPEG-4 codec chip design.Secondly, we present all the circuit modules of the develop system, which include power module, FPGA configuration module, clock generation module, video in/out module, RS232 serial port module, Ethernet interface and USB interface module and so on. ffe also discuss some rules for high speed PCB design. We adopt a chip design approach based on large scale FPGA and therefore the design time is shortened. We use two boards architecture to reduce the cost, and we use two FPGA which complete different function modules to enhance the flexibility of system. To increase the system applicability, the video and the code stream both have multi-interfaces. There are many testing points and user inputs which make the chip design debugging and testing too easy in our system. As the develop system is based on FPGA, the system is easy to extend and modify, it can also be used for other Video codec chip (for example H. 264) design.
