Because of it's specialty of immediacies and convenience, video surveillance becomes strong measure in security defense fields such as production management, traffic finance, power supply, water conservancy and community.Video surveillance technology has evolved quickly in recent years with the rapid development of computer technology, multimedia technology and network technology Now it steps into digital surveillance state, and takes on a multiform trend.Based on the research of video surveillance system's history, actuality and trend, thesis complete the research and design of video encoding and decoding software.This software can encode and decode video images at 25 frames per second in MPEG-4 standard D1 resolution(704 × 576 pixels) and it is running on TI's DM642.Chapter one describes the development of video compression technology, DSP technology and video surveillance technology and then bring forward the mission of this article Chapter two introduces the theory of video compression and two popularcompression standards-H.26x and MPEG Then it explains the core anddifference of MPEG-4 recommendation deeply.Chapter three introduces the development platform. First, it introduces TI's newmedia processor-DM642. Then describes the software development platform,including the integrated developing environment (CCS), the operating system (DSP/BIOS), chip support library(CSL), eXpressDSP arithmetic standard and the step of software design and the assembler & compiler tools.Chapter four presents the software framework, including the software structure, the design of codec, the optimizing methods and the device driver.Chapter five gives the test of the whole system about function, performance and reliability.Chapter six summarizes the system and gives it's meaning in general aspects.
