A Research Into Development Strategy Of Information Resources In Western China

To make a research into the development strategy of information resources in Western China has important meanings for promoting the informatization of western areas and shortening the informatization gap.This paper is divided into six parts which respectively discuss some basic theory problems and practice problems in detail. In the first part, the article describes that information resources do work on the western development in five senses: to explore the potentials of economic development of western areas; to have substituting function on the material and energy; to make the achievements in scientific research become productivity; to be the groundwork of tapping the human resources; to ensure the sustainable development of western areas. In the second part, we adopt informatization index model and the general index model of the informatization level to measure the informatization level of the western areas in the present stage. In the third part, the author sets up the model of affluent-index of information resources which composes of 2 constituents and 24 indexes on the basis of the model of affluent-coefficient of information resources and applies it to the measurement and analysis of the status quo of the ER in Western China. In the fourth part, the author makes a comparative study of the current situation of the development of information resources in the western areas with the eastern areas at first. It comes to a conclusion that the gap of informatization between western and eastern areas is enormous, and this will in turn aggravate their economic gap. The author also makes a comparative analysis of the current situation of the development of information resources among different districts of the western areas. All the statistics deny the optimistic opinion about it. In the fifth part, the author analyzes the problems involved in the development of information resources of western areas and the causes of it ( historicalreason, policy reason, economic reason and manpower capital reason). In the sixth part, the author puts forwards five development strategies of information resources in western China, and upon them, proposes a series of concrete measures in a systematic way.
