Knowledge Management ( KM ) system is one kind of technology that synthetically explore various methods to realize the capture, storage and reuse of knowledge. Today KM bases on the ontology which provides the terminology shared and understood unanimously by all the people concerned, and establishes a Organizational Memory ( OM ). OM changes the unstructured and semi-structured information into the structured knowledge items by annotating all kinds of information with the explicit explanation in a semantic way, and it gives the efficient means to store and retrieve them.The basic goal of Knowledge Management (KM) is promoting knowledge sharing. The success for this will be embodied mainly in using valuable knowledge into work practice. Since knowledge is often implicit in the content of information bodies, how to smartly focus the attention of knowledge workers and search engines on the information bodies valuable for current work practice has becomes the hot point of KM research and the challenging problem urgent to solve. This paper proposes a method, called TCKM (Task-Circumstance-based KM), which adopts the structural description oriented to task circumstance as the semantic indexes for the suitability of information body content and the query requirement of work practice, hence can solve effectively this problem.The Knowledge Map in KM systems is a center manage layer , connecting knowledge workers and knowledge itmes, providing connecting service, proactive participation, and share service.The paper contains six chapters: the first chapter gives the problem and introduces the research areas of the KM systems. The second chapter introduces the KM ontology. In the third chapter, the description of the skills and request are introduced, includeing knowledge items and knowledge map etc. The forth introduces the KM systems based on task circumstance. The next chapter gives a realize of this KM system.The last chapter of the paper gives the conclusion and prospect of the future research work.
