Vehicle monitor and navigation get more attention with development of Intelligent Transport System. Now vehicle orientations rely on GPS information, Combine electronic map controls and navigates to the vehicle. GPS receiver message of localization based on U.S.A. WGS84 coordinate system of the earth' s core, Map of our country drawn and made according to 1954-BeiJing geodetic coordinate system. In order to improve the precision, need to carry on coordinates transformation.This paper discussed the coordinate transformation method of WGS84 coordinate system to 1954-BeiJing Gauss grid coordinate. Introduced transformation model of WGS84 to Beijing 54 and computing method of transformation parameter. According to different model and computing method, computed and compared with the result combine real data. Think that adopt base-line vector quantity ask four parameters model have higher transformation precision.According to Real-time character requires and the precision demand of actually vehicle monitoring system, the article proposed a simplified model of WGS84 longitude and latitude to Beijing 54 Gauss grid coordinate. And analyzed its validity and suitability.As a perfect vehicle monitoring system, it is essential that the database with complete information supported. This paper designed database structure of vehicle monitoring system, and used ADO access technology realization under VC++6.0.
