Under the situation that the Power Industry is in great need of the modernization of production and management, there occur higher requirements to the level of production and management. So the Spatial Decision Support Systems in the Power Industry are contained in great demands. GIS-Based Expert System, in other words, the Integrated System of GIS and ES is one feasible mode to satisfy the demands for spatial decision presently. So the research in the integration of the two systems has significant importance. This dissertation, based on the study in the principles and applications of the GIS and ES, finds out the advantages and disadvantages in the practical applications of the two systems. Then it brings forward a tentative plan to integrate the two systems and develop a Spatial Decision Support System, GIS-Based Comprehensive Expert System for Power Plants. After carefully analysis and comparison, it decides to choose the GIS Database & ES Database Mode to develop the integration. Through many practical experiments, it discovers a way to integrate GIS and ES to satisfy mutual superiority, and to make the integrated system more powerful. In the mean time, the result of the research work has the value to be generalized. This dissertation carries out its study of the specified GIS and Working Ticket ES in power plants, by mastering the fundamental principles and universal methods to set up GIS and ES, then it analyzes the data organization of MapInfo software in detail and puts forward the idea to establish an Indexical Database for the integrated system in order to connect the databases between the two system parts. It also completes the design of the system database.Based on the research in the developing technology of the two systems, this dissertation designs the two important components of the integrated system, which are the GIS part and the Working Ticket ES. Ulteriorly, Integrated Mapping technology is applied to integrate the two system components as an organic whole. This dissertation has set up an experimental GIS-Based Working Ticket ES of a power plant which is able to complete some typical working ticket tasks, from inputting to inferring, and from the inference to visualization, finally to spatial analysis. It has testified that the GIS Database & ES Database Mode is reasonable, and that the idea of establishing Indexical Database to connect the GIS and Working Ticket ES is feasible. It also proves that the idea can be generalized to develop the GIS-Based Comprehensive Expert System. Furthermore, it also attests that the application of the Integrated Mapping Technology is an important way to integrate GIS and ES presently. In the end, the dissertation points out a universal way to integrate ES and GIS, i.e., to establish a connecting database between integrated systems via the objects with spatial information, and then make the integration on the level of data organization. At the same time, in the applications in more fields, when the ES necessarily requires the spatial information of the GIS, the integration between the GIS and ES must have more important applications...
