I think the main shortcoming of these tools is that they can't integrate with clients' distributed Resource-Base, which directly contribute to the low usage of the distributed Resource-Base,, In order to fully use the distributed Resource-Base we need provide a system which are handy, easy to use. The electrical courses made by the system can integrate seamlessly with the Resource-Base and easily transmit in the netThe paper introduce the XML, SMIL, Streaming Media Technology and Web Service in detail. Based on the analysis of the merits and demerits of some tools for courseware we development a courseware tool which is easy to use and seamless integrate with resource web.
