With the coming of information society, the information release of Internet and Intranet and E-commerce have been quickly developed. According to this, how to develop a network based social insurance system so that distributed user administration and insurance payment can be realized has become an imperative problem for the social insurance industry. In this paper, we consider the case of Tianjin social insurance system and investigate the application of distributed CORBA based multi-layer architecture in the industry.Based on CORBA specification, this paper concentrates on the development and research of Tianjin social insurance system using new technologies such as UML, Java, data mining and distributed multi-layer architecture. Since CORBA and Java are platform independent, it is easy for us to do the work of code-transplanting. Using CORBA, we visualize transparent access of users to the data source. At the same time, UML is used to model the social insurance system. By comparing the UML model with the PO model, we prove that system modeled by UML generally has more excellent performance than the one modeled by PO. This is a contnbutive conclusion to the development of social insurance system. Using regression method, we also construct a health model of the social medicare insurance population based on the theory of data house and data mining. The trend that health condition changes with the age is studied, an estimation of the average ages of different health status is given and a further prediction of the health condition of different aged people is made. This study enables the social insurance organization to predict the payment of people of different ages and thus provide theoretical basis for the development decision of social insurance system.
