Intelligent Transportation System is a ground transportation management system, which integrated effectively by advanced information techniques, communication techniques, automatic control techniques and so on. Adopting ITS techniques, the traffic capacity can be increased by a wide margin. Moreover, raise transport capacity, flexible transport and traffic safety and avoid traffic crowing and pollution. ITS is an effictive means of science and technology in the 2lth century. The development of ITS techniques will promote world economic development and social progress. For this reason, countries of the world pay more attention to the development of ITS techniques. Paticularly, they hope to find a shortcut to develop Intelligent Transportation Systems through ITS modeling, ITS architecture and so on. A good system model can centralize limited human resources and material resouces to develop ITS and avoid wasting investment. Therefore, defining ITS system model is one of the important problems, which ITS reseachers eager to solve. ITS is a big complex system, also a typical DEDS. PN is a mathematical model and a general graphical tool. Both are very well suited to the description of concurrent systems that exhibit synchronization and contention for shared resources. So, it's very suitable for DEDS modeling. Manufacturing system is a typical DEDS too. Up to now, the techniques and analysis methods of manufacturing system PN model are quite mature. we can define a "general material flowing system"after higher abstract levels. Workpiece's movement among working places corresponds to vehicle passing cross roads. This corresponding relation indicate we can use the modeling thinking and methods of analysis on modeling manufacturing system with PN to create ITS PN modeling theory. In this thesis, adopting the means of modeling thinking and matrix analysis method of manufacturing system PN model, we have created a model about roads traffic control problems. The first, we lead into the means of modeling thinking and matrix analysis method of manufacturing system PN model to create a single "T"crossing road TPPN model. Then extend to create a multicrossing PN model, giving an example about three crossings. When create multicrossing PN model, we adopt deadlock check of CPN tocreate a quite simple crossroads PN model. We can set aPpropriate parameters andanalysis time and topology properties by way of ITS PN model that we have created. Atlast, this thesis gives integrative ITS modeling steps process, inquires into go beyondregion distributed traffic control modeling and auxiliary implementation of trafficoptimize strategy with ITS PN model.
