Expensive scientific instrument and equipment is high-quality resources of university teaching and research. Moreover, it's also the essential tools and instruments for knowledge and technological innovation. Expensive scientific instrument and equipment's open sharing has become the international development trend and characteristics. Since China's university management mechanism has lagged behind, lack of sharing awareness and mechanism. Besides, there are also various factors of constraints. Expensive scientific instrument and equipment is not scientifically and fully utilized.In view of inadequate investment in education in our country, how to achieve expensive scientific instrument and equipment sharing resources, and how to play a valuable scientific maximum efficiency in the use of equipment, reducing the cost of running schools and technological innovation to meet the teaching, research and social service needs, this is generally a focus of concern for governments at all levels and universities, and is also a urgent problem for us to solve.In this paper, we use the theory of science and technology philosophy to research in expensive scientific instrument and equipment-sharing mechanisms in systematic and deep analysis. We detailed in the necessity, feasibility and factors of constraints for the sharing of scientific equipment of colleges. We revealed the operating conditions, operational mechanism, sharing model and guarantee system of valuable scientific equipment's share. We made the design ideas of share information platform of valuable scientific instrument and equipment. We do empirical study with combination of our precious scientific instruments and equipment sharing management of the status quo, putting our school for the actual sharing of expensive scientific instruments and equipment management solutions.
