| Large-scale instruments and equipment are the most important assets of colleges and universities and the material basis of teaching and scientific research.Studying the implementation strategies of the opening and sharing of large-scale instruments and equipment in colleges and universities is a major measure to respond to national policies and promote the construction of "double first-class".This paper uses the methods of literature research,investigation and research,empirical research,statistical analysis and system analysis to study the implementation strategies of the opening and sharing of large-scale instruments and equipment in colleges and universities.Literature research shows that foreign high-level universities have a long history in the field of the opening and sharing of large-scale instruments and equipment,and have formed a relatively perfect market-oriented operation mechanism.The research and practice of domestic colleges and universities started relatively late,but the research report shows a "blowout" development trend after the new century,and the practical exploration has also achieved fruitful results.At present,most colleges and universities have preliminarily established an open and sharing system of large-scale instruments and equipment.In terms of theoretical research,on the basis of clearly defining the core concepts of large-scale instruments and equipment and the opening and sharing of large-scale instruments and equipment,this paper puts forward that synergy theory,principal-agent theory and Pareto improvement theory are the basic theoretical support for the opening and sharing of large-scale instruments and equipment in colleges and universities,and expounds the huge value space for the opening and sharing of large-scale instruments and equipment in colleges and universities.This paper analyzes the necessity,urgency,benefit and feasibility of the opening and sharing of large-scale instruments and equipment in colleges and universities,and creatively puts forward the countermeasures for the construction of the opening and sharing platform of large-scale instruments and equipment in Colleges and universities.This paper takes Hunan Agricultural University as the empirical research base to carry out empirical research.Starting with the current situation investigation,through questionnaire survey,expert interview and on-site investigation,we can fully grasp the current situation,implementation benefits,existing problems,causes and improvement direction of the opening and sharing of large-scale instruments and equipment in the empirical research base.This paper puts forward the implementation strategies of the opening and sharing of large-scale instruments and equipment in colleges and universities from the three dimensions of macro management,meso control and operation and maintenance.In terms of macro management,we must change the traditional concept to realize the effective dissemination of the concept of opening and sharing,strengthen the top-level design to realize the high-level development of the opening and sharing platform,build a long-term mechanism to realize the continuous improvement of the opening and sharing system,optimize the allocation of resources to consolidate the foundation of the opening and sharing resources;In terms of meso control,we should earnestly strengthen the construction of professional and technical teams,establish and improve the opening and sharing system,build an efficient and pragmatic incentive and restraint mechanism,and improve the performance evaluation system of instruments and equipment.In terms of micro operation,standardized procurement demonstration to consolidate the foundation of open and shared resources,refined maintenance to prolong the service life of instruments and equipment,professional maintenance services to ensure open and shared and orderly operation,and differentiated service objects to optimize the paid service operation system. |
