Research On The Construction Of Statistical Information Sharing System Of Gaoyou Municipal Government

With the advent of the era of "Big data",huge amount of data based on electro nic information system has become an important support for business consulting a nd decision-making.Several new ways of data utilization in governmental statistic s collection and using have attracted more and more attention.Therefore,it is urge nt to build a governmental statistical information sharing system.In recent years,G aoyou,a city of Jiangsu province,attaches great importance to the construction of s tatistical information sharing system.In 2015,the Gaoyou municipal government p romulgated the "Opinions on Further Strengthening the Bureau Statistics",which c leared the working responsibility of City Bureau of Statistics,Development and Re form Commission(Service Bureau),Economic and Information Work Committee,Science and Technology Bureau,Bureau of Finance and other 40 departments invo lved.It also required the standardization of statistical reporting system,the establis hment of government comprehensive statistics and departmental statistical data sha ring system.However,due to the lack of unified management organization,the lac k of operating system with clear division of labor,the lack of performance-oriented regulatory system,the lack of timely and convenient sharing platform,the lack of safe and reliable security system and other reasons,these lead to the slow process o f information sharing in Gaoyou municipal government.So,the further developme nt of the Gaoyou municipal governmental statistics information sharing system con struction,has important practical significance to promote effective sharing of gover mental information statistics,to fully meet the demand of information of Statistics Bureau and to improve the service level of statistics of Gaoyou government.In this paper,we carried out the study using documentation method,normativ e analysis and comparative approach.It based on the theory of public goods and se rvice-oriented government,theory of public relations of the same level government department and the 4E public sector performance evaluation.The status quo of Ga oyou municipal governmental statistics and information sharing were analyzed,an d we pointed out several problems in the process of building the information sharin g system,such as lack of overall and long-term planning,unclear responsibilities o f department statistics,weak regulatory functions,old way of sharing statistical inf ormation and potential safety hazard in statistical information sharing.The contrib uting factor of these problems were also analyzed.Based on the advanced practices and experiences of Haimen city and Taixin city in Jiangsu province,we put forwar d some suggestions on the construction of governmental statistical information sha ring system in Gaoyou municipal:(?)Strengthen the organization construction and unified management;(?)Strengthen the construction of operating system,clear div ision of responsibility;(?)Strengthen the supervision system,improve the sharing p erformance;(?)Strengthen the construction of sharing platform,enrich user experi ence;(?)Strengthen the construction of security system to guard against the risk of information.
