Virtual Learning Community (VLC) is an important form of the digital learning environment, which have been developed into elementary scale. However, there are still some problems that needs to be resolve, such as repeat construction of resources, different standard, low-level practical use ,difficult sharing and so on. Because of these issues, the development and application of VLC always stayed in an lower level, not being able to satisfy the needs of the learner. In order to improve the further development of VLC, a new way needs to be find out that can settle the problems.Web2.0 is an advanced ideal and technology, the core of which is the users. Compared to the traditional technology, Web2.0 can be characterized by personalization, self-organization, participation and decentralization. It provides a digital learning environment that can not be restricted by space. Meanwhile, it also changed the organization form of the resources, so that the resource platform can be co-constructed and shared. Based on the advantages, Web2.0 turns into a new approach for the construction and application of VLC resources. This paper mainly focused on the following researches. Firstly, we analyzed the application of Blog, Wiki, Podcast and other forms of Web2.0 in VLC, based on the theory of Constructivist Learning,Collaborative Learning,Six Degrees of Separation and Connectivism. Then we designed a platform for resource building and sharing according to the analysis. Secondly, we built a basic resource platform that integrate the function of personal space, learning partners, learning resources, encyclopaedia, message center and management control using the open resource software; Thirdly, we also made some studies on the role change in the process of learning community establishment and construction and sharing of resources, construction and application of resources in the view of knowledge management, standardization model of cooperative learning resources and realization of incentive mechanism. This study mainly discussed the implementation of Web2.0 on the co-construction and sharing of VLC resource, the results of which can provide reference for further construction.
