This study is conducted in action research method, taking Hearing and Speech Rehabilitation Center of Zhejiang Province as an case, discussing instructional strategies for resolving problems of hearing-impaired children under the inclusion education environment, The research is carried out by using approaches of planning, practicing, reflection, observation, revising and practicing in a circle.The study analyses problems of hearing-impaired children and teacher's perplex under the inclusion education environment, by ways of questionnaire survey, interview and observing in the class and so on. Through implementing the action plan, revising instructional situation continually, find out the result of instruction implemented. The study carried on about five months, and implemented plan in last two months. The results of this research are as follows:1. Under the inclusion education environment, the main problems of hearing-impaired children include bad class routine, low participation quality in instructional activities and insufficient skills to commutate with classmates.2. In the process of implementing inclusion education, preschool teachers face three sides perplex. Firstly, the students'number is too large to meet the needs; Secondly, teachers are in short of instructional skills and professional knowledge about inclusion education; Thirdly, teaching materials and teaching aids needed in inclusion education are in shortage.3. Prepared teaching methodology and collaborative teaching methodology are effective ways to resolve problems of hearing-impaired children under inclusion education. Through implementing the plans, participation quality in instructional activities of hearing-impaired children has been improved and teachers improved their ways of teaching as well Based on the study, structuring instructional strategies from angles of instructional objectives, teaching contents,teaching methodologies, instructional mode and teaching assessment.To sum up, the researcher made some suggestions to provide reference for teachers, preschool administration and future researchers. Suggestions for teachers include:accepting every children with tolerant heart. Enriching the knowledge of collaborative teaching skill; create a study environment which is full of love and in order. Suggestions for preschool administration include:understanding teachers' confusion, reducing teachers'anxieties; helping teacher improve their special teaching skills; combining all kinds of resources to work as a bridge.
